For all it’s dense structure and dialogue heavy script the plot is deceptively simple: Mexican drug enforcement official and moral advocate Miguel Vargas (played by Charlton Heston) runs afoul of corrupt, bigoted and thoroughly repugnant cop Hank Quinlan (Orson Welles).
